What is =ROMAN(40) in Excel?
The Roman numeral for 40 is XL. Bill "MrExcel" Jelen's 40th book was called MrExcel XL.
I managed to download the file using Chrome but couldn't with other browsers (IE9 and FireFox)!

There is something wrong, but don't know where.

The table called Actuals involves using a formula to multiply aspects in table Vol and table Budget. I was aiming at automation of this process.

I can see from the table that formulae exist in the first column and few rows (bold) of the table Actuals. You can just extend (horizontal / vertical autofill) or copy and paste the formulae in the desired location.

The formula changes for every row that is bold to make it the reference row. This is only an extract, the file I'm working on has 50,000 plus rows and the reference rows are almost 100. So to change the formula 100 times is too much and I have 15 similar files to work on and this exercise is done every quarter, thus its very labour intensive if done manually.
