PROS NEEDED: Conditional formatting woes...

There is an issue with my current conditional formatting. When I insert a row, I lose row integrity. What exactly i mean by that is that when a row is inserted, My cells go from the correct green or red, to white (no Fill) Can you help me adjust my formula (which I admit i received from my brother and thus did not create) to make it more flexible?

=SUM(INDIRECT(CONCATENATE("$D$24:",ADDRESS(24,3+COUNT($D26:$O26)))))

You'll also notice that their are three groups of employees and three sepereate sets of goals. If you can figure out how to make it all into one formula, then great, but if not then i can simply have three formulas, one for each group!
