Protected Cells Issue

I have a spreadsheet where I have cell protection switch on I trying to prevent users from re-sizing columns etc but i want them to be able to input data and insert and delete row.

Problem I am having is that when i have protect on for on protecting columns from being re-sized it will not allow the user to delete a row but he can insert even though the option to allow deletes is on.

You are trying todelete a row that contains a locked cell. Locked cells cannot be deleted whilethe worksheet is protected.
To delete a lockedcell, first remove protection using the Unprotect Sheet command (Review tab,Changes group). You may be prompted for a password.

There are no locked cells in the row I am a attempting to delete
