Protecting cells based on a specific value

Please does anyone know if it is possible to prevent the contents of a cell being altered based on the value stored in that cell? To be more precise: If the cell value is "No Change" (which has been calulated by a formula) then the user should not be able to alter this. However if another cell in the same column has a different value then the user is allowed to alter it.

Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.

it would be something like
ActiveSheet.Protection.Enabled = False
If Range("A1").value = "No Change" then
Range("A1").Locked = True
endif
ActiveSheet.Protection.Enabled = True

Thanks. I am not quite sure where I put this but will have a play with it to see if I can figure it out

I stuck it there and it doesn't like it - tells me that object doesn't support this property or method - so am going to the manuals for some ideas on what it might like
