Pulling data from other sheet while skipping cells

I have data that is copied from another sheet.

Sheet 1 Worksheet has data in Column A: For example, in A1, the data will read "11",, A2 reads "12",,, A3 reads "13"

Sheet 2 Worksheet is pulling data from Sheet 1 and putting it into the B Column. For example, in B1, the data reads ="Sheet 1'!A1",, or the value "11"

In sheet 2, I do not want any data in cells B2 or B3,,, I would like the next cell of data to be in B4... which will read "Sheet 1!A2" ,, or the value "12"

My intention is to have a formula in sheet 2, where every 3 rows down in B column, it only takes 1 row down from sheet 1 A column.

Is there a way to skip cells like that?
