Pulling out the 2nd smallest figure in database

I have a large database of names and numbers.

Row A is the names (column is named StarNames)
Row B is the numbers (column is named StarNumbers)

I would like to retrieve information where it returns the second lowest value where James is the name.

What would the easiest way to go about that?

Control+shift+enter, not just enter:

=SMALL(IF(StarNames="James",StarNumbers),2)

Assuming the range names only reference the values and not the headings..
This regular formula returns the 2nd smallest StarNumbers value where the corresponding StarNames cell equals James.
Code:
=SMALL(INDEX((StarNames<>"James")*99^99+StarNumbers,0),2)

Is that something you can work with?
