Put Filter selections in Chart Title

I have a chart that shows data based on a filter of the data. So my filter selection could be All, Name1, Name2....... The sorted data begins in Column A8.

The problems is I want the chart title to reflect the selection. I started out by putting the following formula in a cell and then referencing that cell in the title formula box ="Planned Work Hours by Week for"&HrsData!A8

That worked great as long as I only chose one filtered item because the first filtered item was always in cell A8. But when I selected multiple Names or All the chart title only had the first filtered item in it.

Is there a way to list the filtered items in the title for instance if "All" is selected in filter just put "All" in the title or if "Name1" and "Name5" is selected put "Name1" and "Name5" in the title?
