quarter move to left and adding new Quater with Base data

Hi Team,

Hope you all are doing well and safe

I need help with the below data.

Row numbers 3,4 are the PPT speaker Note Standard data (except Bases)

Row number 6,7 are the Q4'21 data

Row number 9,10 I need output in which Q3'21 moved left and added Q4'21. Q3'21 data I have pulled from Row number 3 and Q4 '21 data I took from Row number 7


and I need final data as per row number 10
