Query using IF statements?

I have a chart that is similar to the above (just many more data pts). I want to be able to query the data to return a result. I will have a data input for A, and a Number that will be between B & C, OR C & D. It needs to return either a result in column E (if the Number is between B&C) OR column F (if the number is between C&D). So if A = 22, and the number is 11, then the answer is 4. Is there a formula I can use for this? An IF statement?
 

Excel Facts

Remove leading & trailing spaces
Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
