Question - Counting errors received in an interval of time

Hello , I have a question and I'm looking for an answer (Formula) or (VBA code) that will allow me to count a number of errors I would receive every 15 minutes throughout a 24 hour period.

I'd like to set this up as an interval report.

Any insight would be beneficial.
