I don't need help changing the string because all the information is in lowercase, but when i tested it and I used uppercase it took me a minute to realize that is why it wasn't working. Now I just want to understand the command and why that happened 
=AND($L5="true",NOT(ISNUMBER(SEARCH("$",$V5))),NOT(ISNUMBER(SEARCH("$",$U5))),NOT(ISNUMBER(SEARCH("$",$T5))),$S5="True")
The above string works (conditional formatting) as long as column L is "true" but if it is "TRUE" it doesn't work - is that because that first part of the string is a "find" function rather than a search?
