Excel Can Read to You
Customize Quick Access Toolbar. From All Commands, add Speak Cells or Speak Cells on Enter to QAT. Select cells. Press Speak Cells.
For 2007,

You should be able to right click on the ring, and then choose format data series.

Then click on the Line Color submenu.

Then click on the Solid Fill

Then click on the color you want.

Hope this helps.

Format data series would work if this outer ring had the data, but there is little to no data in this ring. So the ring itself does not seem to be selectable.

Hello again.

I don't think you can color an individual range like you are thinking about.

However, you can trick excel to do this:

One way is to just highlight an inner ring and outer ring in red and that makes up your range. Like this:

Alternately, you can also add one more series that is in the middle of your range and then expand that line style to a really large point to fill the radar range like this:
