Rank with duplicates

Hi is it possible to rank with duplicates , and giving the highestest rank 20 points, 2nd most 19 points ans so on.
Have attached snap shot for better understanding

try this:
=SUMPRODUCT((B2<=$B$2:$B$17)/COUNTIF($B$2:$B$17,$B$2:$B$17))
