Re- organizing data for charting

First post after searching this forum and multiple others.

My question is: How do I split data based on the Name Field (ID) to allow charting (scatterplot) each water level vs date. Ideally in an automated way so i don't have to sort data, copy and paste every time someone enters a value.

I want to retain the layout of the existing Table its easy format for data entry.
The order the data is entered is not controlled.
I have several years of data with an example of the layout below.

I'm using Office365 however the dynamic formulas are not available due to license restrictions by my employer.

Any help would be greatly appreciated.

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
