Rearranging Numbers with Drag-Down Equals Formula

Thanks for your help. My correct answers are highlighted in yellow.
But I need an equation starting with an = sign. A proper answer would most likely have D2 in it,
since I need a drag-down formula, starting in that row. Awesome for helping out!

Excel Facts

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
Your posting makes no sense to me. Can you describe what it is you are trying to do?
