I am curious to know if excel has the capability of changing formating (shading in particular) to a specific group of cells through an If Then statement or by other means.
ie
IF B23 = Indiana then AF62:AF90 turns grey
Any input would be appreciated

Use conditional formatting.

Select AF62:AF90, then go select conditional formatting from the Format menu.

Enter:

Formula is | =$B$23="Indiana"

and use the "format" button to set your shading, etc.
