Remove all Toolbars and replace with file specific

Is there a way of a file 'holding' a toolbar with certain icons and when a user opens the file all their current toolbars are removed and replaced by the file specific toolbar?

I would also need to put any removed toolbars back, including any specifically defined by that user, when the file is de activated or closed.
