Require Unique Passcode for Authenticity

Is it possible to create a VBA that requires a unique password to edit the file? I don't mean password protect. I mean so a file can not be shared with others.
Example - I have an exclusive file that I'll be giving to a group of people where I want to retain the master copy of this file and restrict user #1 from sharing/sending it with/to a new user without me approving it. Is there any way this can be done??
