restore version vs. backup option

I've done some searching on the board, but haven't been able to find this issue: What are the differences between restoring a previous version (i.e. from right-click (context) menu in Windows Explorer, vs., retrieving a backup version (i.e. from Files / Save As, Tools / General Options, "Always create backup" checkbox)?

Do both accomplish (essentially) the same (end) result? Are there advantages or disadvantages between the two? Are there other online resources you can point me to that help to shed some light on this issue?

Our particular issue is one of (apparent) changing values from linked workbooks, when we weren't expecting values to have changed.
