Restrict Sheet So It Cannot be Deleted

I am using Excel 2003 and have some workbooks that have a checklist on the first sheet. I want to make the sheet editable so users can answer relevant question in the checklist but I want to make it so they cannot delete this sheet. I want to do this without the hassle of users needing to enter a password. Any thoughts? Can I disable the delete sheet function on this particular sheet or is there some other way?
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
