Restricting values to equal a total and numbers flowing down accordingly

If I have quota column

B4:B6

B9:B11

B14:B16

B19:B21



I want to be able to enter values into B4 going down and the remaining values will populate in the cells. I want the cells to populate based on the total value of B:24 which is 40,000. So, if I wrote 3400 in B4 then the other B cells would write values equaling up to 40,000, and change as I write them with the surplus of so.

I have the same columns for actual values
C4:C6
C9:C11
C14:C16
C19:C21

If I had 3600 for C4 compared to the 3400 for B4,

that 200 would carry down in the quota (B Columns) but still follow the not going above 40,000
