Result of Formula Not Triggering Conditional Formatting

I have VLOOKUP that returns the value of 1. I set conditional formating for the cell to turn it blue if it equals 1. However, it is not turning blue.

So, I wrote a quick formula. The VLookup is in A2, so in A1 I just enter the value 1.

then in A3, I wrote, =IF(A1=A2,"MATCH","NO MATCH"). I get "NO MATCH".

Why isn't the VLOOKUP value viewed as a 1?
 

Excel Facts

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
If

=ISNUMBER(A2)

returns FALSE, the VLOOKUP formula is returning text, not a number,
