Return first occurrence and matching data instead of blank in dynamic array

Hi all,

I'm having issues trying to figure out a function to first occurrence of a cell matching a reference ID that doesn't leave a blank space. The data sets are not in a table.

DateNameOccurrenceDateNameOccurrenceDateNameOccurrence
09-Oct-2020Beach016-Oct-2020Beach123-Oct-2020Beach2
09-Oct-2020Mountain016-Oct-2020Mountain123-Oct-2020Mountain2

I want to have a table as below to show the resulting data that would ignore blank rows/columns and start recording the data from occurrence 0 (zero).
Reference Cell:River
DateNameOccurrence
16-Oct-2020River0
23-Oct-2020River1

But if I was to do it to data which I currently have, I end up with something like this:
Reference Cell:River
DateNameOccurrence
blank cellblank cellblank cell
16-Oct-2020River0
23-Oct-2020River1
