Rogue excel sheet - converts formula to value

I have a spreadsheet that I am trying to have the cells equal another sheet.

essentially, this is what is happening

On sheet 1
Cell named width
Cell named height

On sheet2
a1 = 4
b1 = 2.5
c1 = a1+b1 (6.5)

a2 = 4
b2 = 1.5
c2 = a2+b2 (5.5)

On sheet 1, in the cell named "width", I am typing "=" and clicking on cell C1 on sheet 2
The formula should read =sheet2!C1

BUT

Excel is converting it to 6.5 as if I pasted values.
Ditto for the "height" cell

If the problem doesn't occur, and then I change a number on sheet2. it converts?

I have been using excel forever and have never seen this. Any help is appreciated.

I am building this in Excel 2003

Right click the sheet tab > View Code. Any code there?

First thing I checked. Nothing there. -

No VBA programmed anywhere yet.

Anyone have any ideas on this? I'm really stuck
