Rolling 3 Day Date Checker

I have a spreadsheet with account numbers in column A and dates in column B. If I sort the sheet first by account number and then by date, is there a formula that I could put in column C that would check column A for duplicate account numbers and if any duplicates are found then the formula would check the date column to ensure that no more than 4 duplicate account numbers occur within any rolling 3 day period? Greater than 4 occurrences would return "Declined" while 4 or less occurrences would return "Approved".
