Round formula with Percentage

So I have a cell, "A1" I would like that cell to be rounded to X number or digits, as definted by another cell. So I said =round(A1,B2[Cell that has the number of digits]) But when I make this a percentage the digits is determined in the percentage format not by my round function. Any ideas?

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
The format determines how the cell is displayed, the round function determines the absolute value that the cell contains (but not necessarily how it is displayed). If you wanted to put:

0.00%

in cell B2 you could perhaps do:

=TEXT(A1,B2)

to get it to be represented how you want, but then the value is text not an Excel numeric (which means you will have difficulty summing this number or making other mathematical operations on it).
