Round Up to nearest Value in list

Hi,

I'm having issues rounding up to the nearest value in a list. What's frustrating is the formula that I am using is working for a row, but not a
column. See images below for clarification. I would appreciate any guidance.

Never mind. I just figured it out. It was a merged cell issue. For some reason excel wouldn't acknowledge the values in the column due to the cells being merged.
