Rounding up and down

Hi Guys

I need to have a cell round up or down as following if the avg. value of the cell is for example 3.0 - 3.4 I need it to show 3.0 only ... and if the cell value is 3.5 - 3.9 to show 4.0.

Is this at all possible ... I need it for a marking/scoring system
