Rounding

Hi all I have a rounding problem I enter data in cell A1, then cell B1 is A1/10. I need C1 to round to the next half but not if the decimal is showing .5
This is what I get
cell A1 data is 32
Cell B1 - A1/10 = 3.2
Cell C1 - Roundup (B1,0.5) = 4.00
I need C1 to be 3.50
Also if A1 were 35 then b1 would be 3.5 and c1 becomes 4.00 but I need any .5 decimal in b1 to remain as .5 in cell C1..
Hope I'm not too confusing.

Excel Formula:
=CEILING(B1, 0.5)
