Row/column selection pop up

Hey! New here =]

I have been searching for answers to this for weeks with no luck. Basically my work did some computer changes and in the process I have lost this little pop up when ever I select rows/columns which is super helpful for vlookup formulas, anyone know how I get it back?

It's called a tooltip. looking around this isn't something you can turn on/off. Most people with this issue end up reinstalling Office.
