Rum-time error 13 in workbook.open

I have encountered a run-time error 13 with this link

Workbooks.Open Filename:= _
                "J:\recoding\report_002\Report002_" + year + "Q" + quarter + ".xls", UpdateLinks:=0

The file path is correct and I don't know what's going on. Please help.

Swap your "+" signs for "&" signs

Workbooks.Open Filename:= _
                "J:\recoding\report_002\Report002_" & year & "Q" & quarter & ".xls", UpdateLinks:=0
