Is there a way to have scatter graph(data in a column) to display a particular letter letter on the chart based on onther column from the table?

Format the series to have no markers and no lines, or a large marker that matches the background color. Then use one of these free utilities to add the labels from the other series to the data points, and use the 'center' alignment:
