Schedule Gap finder Help!

Ok IM getting ready to give up. Mrexcel peeps I need your help. Heres what im trying to accomplish...

I have a list Nurses. This list will also include every state license the nurse has. How can i create an excel worksheet that will let me input the nurses schedules for the month and have the excel sheet show me the details per hour. For example...

7pm- 8pm shows 5 Nurses staffed but only 2 have a California License.

Im completely lost now. If anybody has any advice on this it would be greatly appreciated!:confused:
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
