I am trying to create a scroll box so I can scroll and have cell A1 display various percentages Ie. 5%, 6%, 7%.

The control portion though only excepts integers.

Is there a way around this. The spinner button is the same way. Can't enter decimal values for start, stop, and increment.

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
This worked ok, with a spinbutton on the worksheet. (No linked cell)

Private Sub SpinButton1_Change()
Range("A1").Value = SpinButton1.Value / 100
End Sub
