OK....This happens to me all the time and now I can stand it anymore. I will be working on the spreadsheet and using the mouse to scroll "UP" and "Down" the sheet.....All of a sudden the scroll direction will change on me and I will only be able to scroll "Left" and "Right"....What I am doing to change this? Also how do I change it back?....I have been fighting with this for the longest time but it is finally driving me nuts. I would appreciate any help.

Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.
Sounds like you might be pressing on the scroll wheel that engages the lock. Try pressing on the scroll wheel while scrolling to see if that is indeed the case and if so, either avoid pressing on the scroll wheel or go to the control panel in windows and check the mouse settings and disable this functionality if you don't want it. Good luck!
