Scrolling

Hi,
I am creating a monthly planner as per screenshot where every cell has a conditional formatting which allocates colours in accordance to a letter entered I have frozen the pane where the names and descriptions sits to be able to see the entire month depending on the zooming the individual uses.
I want to create some kind of dashboard (Blue section in the screenshot) where I want to enter some information such a a count of individual duties entered in that particular month and possibly a YTD.
My issue is the Freeze pane which is great to keep the names visible as you scroll but of course it impacts also the dashboard below, I been checking out some post and I thought I could solve the issue by placing a horizontal scroll bar below the monthly table but my understanding is that this function only works for displaying data from another tab

Any ideas on how I can achieve this without the dashboard scrolling away?
