Searching an Array and returning a result from within the array

I am creating a multi-paged workbook with drop down menus.

On one of the pages of the workbook, the data in the drop down will be used the variable in a function to search data contained in a report and return the appropriate result.

I want the "To" on the lower half of the screen to dictate which results are returned in the Cooler / Toasters / Buckets rows below, as pulled from the report above.

Currently I'm trying to use Hlookup in combination with Offset, but it is yielding no result. Any suggestions?

I am running Microsoft Excel 2003 on Windows XP. I've tried formulas like:

=HLOOKUP(B8,'By Rep'!C1:Y1198,OFFSET(B8,7,0,0),1)

to no avail.

Thanks for any assistance the many talented individuals here may be able to lend!
