Second axis on a pivot chart in Excel???

I cannot get a second axis on a pivot chart. I am very familiar with the method of doing this on a regular chart, but no luck with the Pivot chart.

I am trying to chart a high value statistic (number of machine jam-ups) and the associated loss percentage so the values are a long way apart.

I am using Excel 2002 SP3.

I have found instructions elsewhere on the net, including a screen capture movie which shows you how. http://www.metacafe.com/watch/785903/how_to_create_a_pivot_chart_with_a_secondary_axis/

When I follow this, I can get both data ranges on the graph and when I select the second series and click the "axis" tab, the "Plot on second axis" option is selected, however there is physically no second axis on the graph and hence is impossible to re-scale.

Does anyone have any ideas on how to get around this issue?
