Secondary y-axis and x-axis intersect

Sometimes when I am trying to graph data that requires two series to be graphed on separate y-axes I have a problem with the second y-axis refusing to be intersect by the x-axis at the y-axis "0" value. That is, sometimes the second y-axis will default to being intersected by the x-axis at some point greater than "0" on the y-axis and I can't make it change. I've been into the "format axis" interface and under the "Value (y) axis scale" setting designated "Category (x) axis crosses at . . "0"" but it still doesn't change.
 

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
