Security Issues

I have an 07 DB being used on a Navy installation. Because of NMCI (Navy Marine Corps Intranet) which is a company which is in control of network security, you cannot add a DB's path to a trusted location. Because of this, each time the DB is opened, all the tables can be accessed until 'Enable Content' has been clicked.

This is not desired since there is sensitive information. The only alternative I have come up with so far is to link to the tables when the opening form runs (runs after content has been enabled) and delete the links when the DB is closed. Is there another alternative that anyone can think of?
