selecting data pairs and fitting with power function

Hi experts,
say, I have 35 pairs of data x, y. I need to select pairs more than 7 upto maximum of 20 pairs out of 35 pairs based on permutation/combination basis. For every time the selected pairs are fitted with power law and to read R2. Means, the selected 7 pairs of data (the content will vary each time, means there could many 7 pairs of data with different combinations) will be fitted with power law and r2 will be read. If r2 less than 0.98 is achieved........then select 8 no. of pairs with different combinations and repeat R2. If R2 is more than 0.98..then need to return those pairs for further analysis.

Kindly help and co-operate. IF you are not able to understand the question. I shall give you one example.
