Selecting text and having different color backgrounds appear

I have an excel document and I created a data distribution list where in one cell I can select among 24 different employees. I have the employees broken down into the top 20% (Green), middle 60% (Yellow), and bottom 20% (Red). When the employees name is selected in the cell I want the background color to change to the appropriate color. I have went into conditional formatting and thought I created that. However the first and the last person in each group will show the appropriate background color. But all the persons inbetween will not show a color and just stays white. How do I fix that? (On the conditional formating I chose CELL VALUE IS BETWEEN. Should I do something else?)

To sort left-to-right, use the Sort dialog box. Click Options. Choose "Sort left to right"
