Set maximum for data bars in adjacent column

How can I apply conditional formatting to show data bars based on a long array of numbers in column B relative to a corresponding array of maximum values in column C?

I have tried adding a formula to set the maximum value based on $C5, but it complains that I can't use relative references with data bars. Is there any way around this *without* adding a new column D to calculate % B vs C? In other words, how can I "trick" Excel into using relative references with data bars in conditional formatting?

PS. I even tried setting the maximum to =INDEX($1:$1000,ROW(),COLUMN()+1), but Excel wasn't having any of it!
