set the tab order

I have 9 cells (c3,c4,c7,c9,c11,c13,c14,c15,c17) that I want the user to tab through in this order. In cell c4 I have a drop down list. I have used cell protection. The problem I am having (noted as a shortcoming of Excel 2003 in other posts) is that the cells used in my drop down list are included in the tab order because I can't lock these cells and have the drop down list still work.

I have tried copying code from other posts like this without success.

Can anyone help?
