Setting a Single Icon / Flag in a Column Based on Discrete Value

I have two columns side by side "Follow Up w Pt." and "At-Risk Pt." We would like to be able to either:
a) Enter the number 1 to set a Green flag for the Follow Up and a Red flag for the At-Risk or;
b) Enter 1 for Follow Up and 2 for At-Risk
These discrete values (1 & 2) trigger other workflow in the workbook
We are not married to those #'s; the letter F and R, for instance would work fine.

My experience thus far is that the discrete values are working in terms of setting the icons I want and the workflow in the workbook; however because of the nature of icons; additional #'s or entries ALSO seem to set flags (but do not trigger anything.) More than anything it creates a problem if someone were to fat finger or think they set a flag when in fact they have not.

I have a whole page of helper columns; I'm familiar with naming ranges and using the index function in the icon menu; I've just never tried to build an A/B variant with an Icon.

Any advice?
 

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
What about a small set of dummy sample data with the colours manually entered and provide that with XL2BB so that we can be sure of what is required?
