Shared Document not allowing multiple users

I have built a shared excel document to be used by multiple people to work simultaneously. When used within my own office, the file works well, allowing multiple users. When users access this file from another State, however, all sorts of things appear to be going wrong.

Some of the issues include not being able to save the document when working alone in the document, not being able to open the document if there is another user in the file, and the creation of same user names multiple times stored under the "Share Workbook" menu item.

Generally, this workbook isn't preforming as a shared document when used by users outside of my floor.

Does anyone have any suggestions to determine what the root of this problem is? I need some help brainstorming, the solutions i have tried don't seem to correct the underlying problem.

what I understands this is to be done by your IT team, there seems to be some access right problem while reading and writing the file for outsiders.. the ports/gateway used by others would be having certain security controls..

I have confirmed with our IT department that all users have read/ write access to this folder. The occurrence of not being able to save is sporadic and I believe it is caused by there being multiple entries of their user name within the "Share Workbook" menu.
