Show summary data in a floating window from a row cells with content

I would like to have a button on each row (or active row function) to show summary data for that row.

The row is for products used in a project. It is very long so you would need to zoom out quite far to see it. I don't want to have a pivot table on a separate page. Because, as you go through project names in the row and then could have opportunity to "see" what is in that project in a summary list. Anything with no quantity wouldn't be in the floating or popup. Sort of like a floating pivot table where active row gives the data.

I have no clue on how to go about this one. Any direction start is helpful.

Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).

There is an Excel Watch Window "floating popup" utility that can contain specified cells that you want to monitor.
It is found on the Ribbon | Formulas tab | Formula Auditing group. (unless your excel version has been" improved")
It has been/is generally overlooked or ignored, maybe for a reason.
I wrote some vba code ~9 or 10 years ago that utilized the Watch window, but ended up never finding a use for the code.

Another possibility is a macro to toggle hiding/showing columns that contain blanks in a particular row.
It could be set up so that double-clicking a cell in column A would activate it.

Is it possible with the floating popup to have relative links or VBA?
I'd like to FOCUS on a row and then get a summary of cells with content. Sort of like:

Project: Xxxxxx
Product 1: 25
Product 5: 15
Product 21: 7

It appears I can do a watch window and then have it watch cells which have data dynamically populated from the active row number. I'm going to start working on that....
