Are you values in L1 formatted as Text or Numbers?
If Numbers, you don't use Text Qualifiers in your formula, i.e. use:
Code:
=IF(L1=1,...
instead of
Code:
=IF(L1="1",...
and update for all instances where you are checking the value in column L.

Remove the quotes around the 1,2,3. You also have no false statement for 3rd IF.
