Skipping rows in formula fills

I have a large spreadsheet with information about different customers every 4 rows. I need to create another sheet with summaries, and I need to pull every 4th line into Column B.
ie B1 in new sheet equals B5 in the original sheet, B2 (new) = B9 (orig), B3 (new) = B13 (orig) and so on. Is there a formula to use to fill? I tried =OFFSET(Sheet1!$A$5,ROW(B2*4)-1,0)
but that gave me formula errors - what am I missing?
