Sort and copy with excel only

Hello friends,

I am looking for an excel formula that will help me perform below function:

Pick values from first column based on second column and put the values in the respective areas highlighted in orange. I can do this in VBA but VBA is not allowed in our office so looking for excel function that can do this.
